Suing If Injured by a Crowd Stampede at Event

A horrible stampede at an event in South Korea left 149 people dead and 150 more injured. Can an owner or operator of an event facility be sued in such cases?

In most jurisdictions there is a duty to warn individuals in the crowd or protect them from reasonably foreseeable dangers from a crowd, and to supervise persons on the premises where there is knowledge of a specific risk of harm posed by a person.
