Cranes often impact a large segment of work going on at a construction site, so crane inspections require a survey, or walk around, of the entire operation where the crane will be operating in order to analyze the safety needs of those working with and around the crane. In particular, no one should be operating a crane without a signal person or without a clear line of sight from the crane cab when manipulating the crane. A direct line of sight is necessary to check that movement of crane components is safe, or there is need for a signal man who is responsible for communicating with hand signals, or other communication device, to the crane operator to indicate whether it is safe to move the crane.
OSHA Subpart CC, Cranes and Derricks in Construction, deals with crane safety requirement too numerous to summarize here. For the sake of simplicity however, nearly all crane accidents involve unsafe operation of the crane, including the outriggers on the crane. Unsafe operation of a crane is almost always traceable to a violation of a rule, regulation, or standard regarding safe direction of and operation of the crane.
